Cyhoeddodd y Gweinidog Plant a Gofal Cymdeithasol, Dawn Bowden AS, Ddatganiad gan y Cabinet, yn nodi manylion y Gorchymyn Cychwyn cyntaf ar gyfer Deddf Iechyd a Gofal Cymdeithasol (Cymru) 2025 ac yn rhoi’r wybodaeth ddiweddaraf am ei gweithredu.
Mae’r Ddeddf, a dderbyniodd Gydsyniad Brenhinol ym mis Mawrth eleni, yn cyflwyno diwygiadau mawr i gryfhau iechyd a gofal cymdeithasol, gwella tryloywder a grymuso unigolion.
Tri amcan craidd y ddeddf yw:

Mae hefyd yn cynnwys darpariaeth drosiannol: Bydd ceisiadau am ‘wasanaethau plant cyfyngedig’ newydd neu estynedig (cartrefi gofal i blant, llety diogel neu wasanaethau maethu) a gyflwynir i Arolygiaeth Gofal Cymru erbyn 31 Mawrth 2026 yn cael eu hasesu o dan y ddeddfwriaeth gyfredol. Ac felly ni fydd yn ddarostyngedig i’r gofynion nid-er-elw a ddaw i rym ar 1 Ebrill 2026.

The Minister for Children and Social Care, Dawn Bowden MS, issued a Cabinet Statement, setting out details of the first Commencement Order for the Health and Social Care (Wales) Act 2025 and providing updates on its implementation.
The Act, which received Royal Assent in March this year, introduces major reforms to strengthen health and social care, enhance transparency and empower individuals.
Its three core objectives are:
In summary, the Order commences provision within the Act, as follows:
It also contains transitional provision: Applications for new or expanded ‘restricted children’s services’ (care homes for children, secure accommodation or fostering services) submitted to CIW by 31 March 2026 will be assessed under current legislation. And therefore will not be subject to the not-for-profit requirements that will come into force on 1 April 2026.

We published the Online Safety in 2025 report which sets out the changes we have seen from industry in 2025 as duties in the Online Safety Act started to come into force. We also highlight the areas we want service providers to focus on in 2026, and the steps that we will take to ensure continued progress towards a safer life online for people in the UK.
The new rules set a high bar for providers to keep UK users safe. During the year, users will have noticed changes in several areas towards a safer online world. But there is a great deal more to be done, and new technology and content trends pose additional risks.
