Please find attached a letter that has been sent to the Welsh Government by the Health and Social Care Committee, regarding Improving access to support for unpaid carers.   The letter includes details of the lived experiences of unpaid carers in Wales.   We also include a link to the letter which is on our website:   Letter from the Chair of the Health and Social Care Committee to the Minister for Children and Socia.pdf   As a result, the Committee are raising their immediate concerns with Welsh Government and requesting a response from them.   We will keep you updated once we receive a response from the Welsh Government.

Rydym ni’n gwahodd unrhyw fudiad o’r sector gwirfoddol, y sector cymunedol neu gymdeithas ddinesig yng Nghymru i ddigwyddiad ymgysylltu am ddim i edrych ar eich barnau, dymuniadau a’ch blaenoriaethau ar gyfer Consortiwm Hawliau Dynol Cymru.

Heddiw rydym yn rhannu’r Crynodeb o’r Ymatebion i’r ymgynghoriad ar eithriadau cofrestru gofal plant a’r Cynllun Cymeradwyo Gwirfoddol arfaethedig, ynghyd â’r camau nesaf.

Diolch am eich cyfraniadau i lunio Gorchymyn Eithriadau Gwarchod Plant a Gofal Dydd (Dirymu a Darpariaethau Trosiannol) (Cymru) 2026 (“Gorchymyn 2026”) a datblygu Cynllun Cymeradwyo Gwirfoddol.

Mae’r newidiadau i’r eithriadau wedi’u nodi yng Ngorchymyn 2026 sydd wedi’i osod heddiw. Rhagwelir y bydd Gorchymyn 2026 yn cael ei wneud ar 1 Ebrill 2026, yn dod i rym ar 1 Ebrill 2027 ac yn cael ei orfodi’n llawn erbyn 1 Ebrill 2028 ar ôl cyfnod pontio blwyddyn.

Mae Llywodraeth Cymru yn bwriadu cyhoeddi canllawiau i gefnogi dealltwriaeth o Orchymyn 2026 cyn iddo ddod i rym.

Ar gyfer y Cynllun Cymeradwyo Gwirfoddol, cam nesaf y gwaith fydd mireinio manylion y cynllun gan ystyried yr ymatebion i’r ymgynghoriad. Byddwn yn gweithio tuag at ddyddiad gweithredu o Ebrill 2027.

Byddwn yn parhau â’n dull cydweithredol gyda rhanddeiliaid wrth i’r gwaith symud i’r camau nesaf.

Today we are sharing the Summary of Responses to the consultation on childcare registration exceptions and the proposed Voluntary Approval Scheme, along with our next steps.

Thank you for your contributions shaping the Child Minding and Day Care Exceptions (Revocation and Transitional Provisions) (Wales) Order 2026 (“the 2026 Order”) and the development of a Voluntary Approval Scheme.

The changes to the exceptions are set out in the 2026 Order which has been laid today. It is anticipated that the 2026 Order will be made on 1 April 2026, come into force on 1 April 2027 and fully enforceable by 1 April 2028 following a one‑year transitional period.

The Welsh Government intends to publish guidance to support understanding of the 2026 Order before it comes into force.

For the Voluntary Approval Scheme, the next stage of work will be to refine the details of the scheme taking account of the responses to the consultation.  We will be working towards an implementation date of April 2027.

We will continue our collaborative approach with stakeholders as the work moves into the next stages.

Ofcom: Cyhoeddi’r Datganiad a’r canllawiau terfynol ar gyfer Uwch-gŵynion Diogelwch Ar-lein| Publication of the Statement and the final guidance for OS super-complaints

Heddiw, mae Ofcom yn cyhoeddi’r Datganiad a’r canllawiau terfynol ar gyfer uwch-gŵynion Diogelwch Ar-lein.

Mae Deddf Diogelwch Ar-lein 2023 yn caniatáu i sefydliadau cymwys sy’n cynrychioli defnyddwyr gwasanaethau ar-lein a reoleiddir neu’r cyhoedd, godi ‘uwch-gŵyn’ gydag Ofcom. Dechreuodd y drefn uwch-gŵynion ar 1 Ionawr 2026.

Mae’r Datganiad a’r canllawiau terfynol ar gyfer uwch-gŵynion yn ystyried yr adborth a gafwyd trwy ein proses ymgynghori a ddaeth i ben ddechrau Tachwedd 2025.

Mae’r dudalen we uwch-gŵynion yn  nodi’r gofynion cymhwysedd a derbynioldeb allweddol, ac yn cynnwys dolenni i’r canllawiau uwch-gŵynion terfynol a chanllaw syml i uwch-gŵynion diogelwch ar-lein. Mae hefyd yn cynnwys y ffurflen mynegi diddordeb ar-lein er mwyn i sefydliadau roi gwybod i Ofcom eu bod yn ystyried cyflwyno uwch-gŵyn. 

Dylai uwch-gŵynion ymwneud â nodweddion gwasanaethau sy’n cael eu rheoleiddio gan Ofcom, neu ymddygiad y sefydliadau sy’n eu rhedeg, sy’n cyflwyno risg sylweddol o achosi niwed sylweddol i ddefnyddwyr, gan effeithio’n sylweddol ar hawl defnyddwyr i ryddid mynegiant neu, fel arall, yn cael effaith andwyol sylweddol ar ddefnyddwyr y gwasanaethau neu aelodau o’r cyhoedd. Fel y nodir yn y canllawiau terfynol, mae ein camau gweithredu a’n penderfyniadau rheoleiddio yn cael eu llywio gan ddata, cudd-wybodaeth a mewnwelediadau o ystod eang o ffynonellau.  Mae uwch-gŵynion yn rhan bwysig o’r darlun hwn trwy ganiatáu i sefydliadau sy’n cynrychioli defnyddwyr dynnu sylw Ofcom at faterion sydd, yn eu barn nhw, yn achosi niwed sylweddol.

Today Ofcom are publishing the Statement and the final guidance for Online Safety super-complaints.

The Online Safety Act 2023 allows eligible organisations representing users of regulated online services or the public, to raise a ‘super-complaint’ with Ofcom. The super-complaints regime commenced on 1 January 2026.

The Statement and the final guidance for super-complaints take into account the feedback received through our consultation process which closed at the start of November 2025.

The super-complaints webpage sets out the key eligibility and admissibility requirements, and links to the final super-complaint guidance and a simple guide to online safety super-complaints. It also includes the online expression of interest form for organisations to notify Ofcom that they are considering submitting a super-complaint. 

Super-complaints should be about features of services that are regulated by Ofcom, or the behaviour of the organisations that run them, that presents a material risk of causing significant harm to users, significantly adversely affecting users’ right to free expression or otherwise having a significant adverse impact on users of the services or members of the public. As set out in the final guidance, our regulatory actions and decisions are informed by data, intelligence and insights from a wide range of sources. Super‑complaints form an important part of this picture by allowing organisations that represent users to bring issues they think are causing significant harm to Ofcom’s attention.
