Young Person’s Guarantee Highlight Report / Y Warant i Bobl Ifanc: Adroddiad ar Brif Bwyntiau

Ddoe, cyhoeddwyd Y Warant i Bobl Ifanc: Adroddiad ar Brif Bwyntiauochr. Dyma’r pedwerydd adroddiad blynyddol, a’r un olaf, yn nodi’r cynnydd a wnaed yn ystod y flwyddyn ddiwethaf. Mae dros 64,000 o bobl ifanc bellach wedi cymryd rhan yn ein rhaglenni cyflogadwyedd a sgiliau ers i ni lansio’r warant ym mis Tachwedd 2021. Mae adroddiad eleni yn cynnwys astudiaethau achos gan ein pobl ifanc rhagorol sydd wedi elwa o gefnogaeth Warant y Bobl Ifanc. Maent hyn yn rhoi cipolwg ar y straeon ac ysgafn anhygoel a gynigir gan ein pobl ifanc yma yng Nghymru.

Yesterday, the Young Person’s Guarantee (YPG) Highlight Reportwas published. This is the fourth and final annual report, setting out progress made during the last year. Over 64,000 young people have now participated in our employability and skills programmes since we launched the guarantee in November 2021.  This year’s report also includes case studies from our remarkable young people who have benefitted from Young Person’s Guarantee support. These provide a snapshot of the impressive stories and talent our young people have to offer here in Wales.

Gorchymyn Eithriadau Gwarchod Plant a Gofal Dydd (Dirymu a Darpariaeth Drosiannol) (Cymru) 2026 / The Child Minding and Day Care Exceptions (Revocation and Transitional Provision) (Wales) Order 2026

Mae’n bleser gennym roi gwybod i chi bod y Gweinidog Plant a Gofal Cymdeithasol wedi llofnodi Gorchymyn Eithriadau Gwarchod Plant a Gofal Dydd (Dirymu a Darpariaeth Drosiannol) (Cymru) 2026 ddoe, yn dilyn y prosesau craffu gofynnol ar gyfer is-ddeddfwriaeth a wnaed gan y Senedd. Bydd y Gorchymyn yn cael ei wneud ar 1 Ebrill 2026, yn dod i rym ar 1 Ebrill 2027 ac yn gwbl orfodadwy erbyn 1 Ebrill 2028 yn dilyn cyfnod pontio o flwyddyn. Mae Datganiad Ysgrifenedig wedi’i gyhoeddi a gellir dod o hyd iddo yma: https://www.llyw.cymru/datganiad-ysgrifenedig-gorchymyn-eithriadau-gwarchod-plant-gofal-dydd-dirymu-darpariaeth-drosiannol

Diolch am eich cyfraniad gwerthfawr i’r adolygiad. Mae eich arbenigedd, eich amser a’r drafodaeth adeiladol trwy gydol y broses wedi helpu i lunio’r is-ddeddfwriaeth newydd ac rydym yn hynod werthfawrogol o hynny.   Y cam nesaf ar gyfer y Gorchymyn Eithriadau yw cynllunio’r modd y mae’n cael ei weithredu. Bydd tasgau allweddol yn cynnwys datblygu canllawiau a chyfathrebu ynghylch y newidiadau yn effeithiol gyda’r sector a’r cyhoedd. Byddwn yn parhau i fanteisio ar eich arbenigedd trwy geisiadau e-bost wedi’u targedu a gweithgorau bach ar faterion penodol. Rydym hefyd yn bwriadu ailgynnull y Grŵp Cynghori yn gynnar yn yr haf i adolygu’r cynnydd.   Bydd gwaith ar y Cynllun Cymeradwyo Gwirfoddol arfaethedig nawr yn canolbwyntio ar fireinio’r cynllun yn dilyn yr ymgynghoriad. Fel gyda’r Eithriadau, byddwn yn ceisio eich barn ymhellach trwy drafodaethau wedi’u targedu a gweithgorau llai. Wedyn, y bwriad yw cynnull y Grŵp Cynghori er mwyn iddynt ystyried canlyniadau’r gwaith mireinio.

We are pleased to let you know that following Senedd scrutiny processes required for subordinate legislation, the Minister for Children and Social Care signed the Child Minding and Day Care Exceptions (Revocation and Transitional Provision) (Wales) Order 2026 yesterday. The Order will be made on 1 April 2026, come into force on 1 April 2027 and be fully enforceable by 1 April 2028 following a one-year transitional period. A Written Statement has been published and can be found here: Written Statement: The Child Minding and Day Care Exceptions (Revocation and Transitional Provision) (Wales) Order 2026 (25 March 2026) | GOV.WALES

Thank you for your valuable contribution to the review. Your expertise, time and constructive engagement have helped shape the new subordinate legislation and has been greatly appreciated throughout the process.   The next phase for the Exceptions Order is implementation planning. Key tasks will include developing guidance and communicating the changes effectively to the sector and the public. We will continue to draw on your expertise through targeted email requests and small working groups on specific issues. We also intend to reconvene the Advisory Group in early summer to review progress.   Work on the proposed Voluntary Approval Scheme (VAS) will now focus on refining the scheme following the consultation. As with the Exceptions, we will seek your further views through targeted discussions and smaller working groups. We then plan to bring the Advisory Group together to consider the outcomes of this refinement work.
