Youth Work Policy

The unique and distinctive character of youth work is that it is based on a voluntary relationship between young people and youth workers.

The Youth Service in Wales is a universal entitlement, open to all young people within the specified age range 11-25.

The Youth work National Occupational Standards (2012) identified that the key purpose of youth work is to:

‘enable young people to develop holistically, working with them to facilitate their personal, social and educational development, to enable them to develop their voice, influence and place in society and to reach their full potential.’

Youth work is provided through both the voluntary and local authority sectors and through a variety of youth work settings and methods.

Measuring Impact

CWVYS has been working on a results approach and has produced a series of proposals for the Welsh Government with the full support of the Welsh Youth Work Alliance.

The paper, Towards a results and impact approach for the youth sector in Wales (copy available here), draws on the work and experience of a number of organizations including the Young Foundation. It emphasizes the need for a method that takes into account the experience of voluntary youth organisations, is simple in its operation and supports rather than denigrates their work.

CWVYS Workforce Development and Quality Mark

In March 2010, CWVYS members identified ‘their work as important and valuable and wish to establish professional standards across the voluntary youth sector that is recognised’.

From April 2013 to March 2015, the CWVYS Quality Mark in Workforce Development was developed to reflect an organisation’s active commitment to the learning and development of employees, volunteers and trustees to ensure the quality of services delivered is in accordance with recognised youth work strategies and policies in Wales

A Stepping Stone to Youth Work

‘A Stepping Stone to Youth Work’ was developed to provide our Members with the skills, knowledge and confidence to deliver a service fit for purpose, enabling them to grow and progress within youth work settings. It aimed to support the professional development and competency of individuals and teams, raising the standards of delivery.
