Consultation on the draft Public Services Outsourcing and Workforce Code under the Social Partnership and Public Procurement (Wales) Act 2023 

Annwyl gydweithiwr   Yn ddiweddar, mae’r Gweinidog Diwylliant, Sgiliau a Phartneriaeth Gymdeithasol wedi lansio’r ymgynghoriad cyhoeddus ar y Cod Allanoli Gwasanaethau Cyhoeddus a’r Gweithlu drafft o dan Ddeddf Partneriaeth Gymdeithasol a Chaffael Cyhoeddus (Cymru) 2023.  

Mae’r ymgynghoriad yn rhoi cyfle pwysig i randdeiliaid wneud sylwadau ar y Cod Allanoli Gwasanaethau Cyhoeddus a’r Gweithlu drafft. Gofynnir am farn ynghylch a yw’r cod yn adlewyrchu bwriad y polisi, sydd wedi’i setlo a’i seilio ar Ddeddf Partneriaeth Gymdeithasol a Chaffael Cyhoeddus (Cymru).   

Rydym yn croesawu’n arbennig ymatebion gan awdurdodau contractio a restrir yn Atodlen 1 i Ddeddf Partneriaeth Gymdeithasol a Chaffael Cyhoeddus (Cymru) 2023, yn ogystal â chyflenwyr i’r sector cyhoeddus ac eraill sydd â diddordeb yn y Ddeddf, Deddf Llesiant Cenedlaethau’r Dyfodol (Cymru) 2015, a chaffael yn ehangach.  

Os hoffech gyfrannu at yr ymgynghoriad, dylid cyflwyno eich ymatebion drwy lenwi’r ffurflen ar-lein hon. Y dyddiad cau ar gyfer cyflwyno ymatebion yw 14:00 ar 3 Rhagfyr 2025.
Dear colleague   The Minister for Culture, Skills and Social Partnership has recently launched the public consultation on the draft Public Services Outsourcing and Workforce Code under the Social Partnership and Public Procurement (Wales) Act 2023.  



This consultation provides stakeholders with an important opportunity to comment on the draft Public Services Outsourcing and Workforce Code. Views are sought on whether the code reflects the policy intent, which is settled and grounded in the Social Partnership and Public Procurement (Wales) Act.   

We particularly encourage responses from contracting authorities listed in Schedule 1 of the Social Partnership and Public Procurement (Wales) Act 2023, as well as suppliers to the public sector and others with an interest in the Act, the Well-being of Future Generations (Wales) Act 2015, and procurement more broadly.  

Should you wish to contribute to the consultation, your responses should be submitted by completing this online form. The closing date for submission of responses is 14:00 on 3 December 2025.

Pauline Richards

Everyone at CWVYS is very saddened to hear the news that Pauline Richards has passed away. In addition to her roles as a long-term Trustee of Interlink in RCT, Pauline worked for Valleys Kids as a Programme Director.

We remember Pauline best here as a stalwart, passionate and very supportive CWVYS Trustee for a number of years.

Pauline’s funeral will be held on 10 September, in Coychurch, followed by a celebration of her life at Soar, in Tonypandy.

Our sincere condolences to Pauline’s family and friends and to all our colleagues at Valleys Kids’.

Mae pawb yma yn CWVYS yn drist iawn o glywed y newyddion am farwolaeth Pauline Richards. Yn ogystal â’i rôl fel ymddiriedolwr hirdymor i Interlink yn RCT, bu Pauline yn gweithio i ‘Valleys Kids’ fel Cyfarwyddwr Rhaglen.

KING’S NURSING CADETS: Opportunities for young people aged 16-25

TO RUN between AUTUMN 2025 – June 2026

We are seeking youth organisation partners to work with us/OR partners that would like to refer young people to us age 16 – 25 who are interested in completing the King’s Nursing Cadets.

This scheme is well established in Wales – a youth partner can work with us to deliver it themselves (with us providing teaching time) – usually of cohorts around 16 young people

OR – we are exploring where the RCN deliver this virtually where there are pockets of young people that are smaller than a standard cohort.

We are particularly looking for young people in the Powys, Hywel Dda and Swansea area interested in Nursing or roles in health care.

The programme is around 40 hours of taught content and 20 hours work experience. – RCN King’s Nursing Cadets | Professional Development | Royal College of Nursing

OFFER from early 2026

We are seeking youth organisations that would like to trial our free materials in 2026 to deliver to Key stage 1, 2, 3 and age 16+

These are being developed as we speak and will like “digital course in a box”. Materials will geared to introduce nursing as a career as well as the wider roles of health and social care.

The CWVYS position is that youth work should continue to be exempt from the Order.

The Cabinet Secretary for Equalities and Social Justice launched the New Approach to Volunteering in Wales at gofod3. The New Approach was co-produced with the voluntary sector in Wales and aims to share and reflect good practice found in Wales and other countries.

Become a Youth Work Quality Mark Assessor for the EWC – Training Coming Soon!

The EWC are looking for experienced and enthusiastic individuals to train as Youth Work Quality Mark Assessors – and will soon be launching their next round of training.

What does a Quality Mark Assessor do?

As a Quality Mark assessor, you’ll be part of a team that externally verifies the quality of youth work practice.

Acting as a mentor, you’ll support others as they work towards achieving the Quality Mark. You’ll also play a key part in identifying, promoting and celebrating good practice.

What are they looking for?

You’ll be outgoing, friendly and have:

  1. at least five years’ experience working with young people
  2. excellent observational and analytical skills
  3. a supportive and collaborative nature

Why become a Quality Mark Assessor?

Being an assessor will allow you to:

  1. share good practice and learn from others
  2. contribute to the development of youth work
  3. improve your leadership and communications skills
  4. build on your existing network of professional relationships
  5. increase your knowledge and awareness of the youth work sector
