COUNCIL FOR WALES OF VOLUNTARY YOUTH SERVICES (CWVYS) MANIFESTO


This manifesto is presented by the voluntary youth work sector in Wales. We believe that better outcomes for young people will be achieved if the following are implemented in full:


1)Young people
●Implement legislation that defines a statutory function for youth work in Wales
●Creation of a ‘Minister for Children and Young People’ as a full cabinet position
●Place young people at the centre of all planning and best practice issues

2)Accessibility and inclusivity
●Fully adopt a rights-based approach, accepting young people whatever their race, gender, sex, sexual identity, language, culture, religion, disability, age, background, location or personal circumstances
●Challenge inequalities in the sector
●Ensure facilitation of collaboration and partnership working in the sector
●Promoting diversity and inclusion within Wales and internationally

3)Workforce
●Provide incentives for voluntary organisations to support staff and volunteers to access professional and personal development
●The registration of all staff, volunteers and trustees in youth work-related settings

4)Information
●Create a National Youth Information Service
●Children’s Commissioner for Wales to work with, and for, young people up to the age of 25 in line with youth work provision
●Adoption of ‘Youth Work in Wales: Principles and Purposes’ by all Welsh Government departments

5)Sustainable youth work
●Creation of a national youth work body, with full parity for the voluntary youth work sector
●Resource investment with transparent and accountable non-hypothecated monies

CWVYS is the representative body for the voluntary youth work sector in Wales.
The sector works with 250,000 young people, 30,000 volunteers and 3,000 paid staff.

Cyflwynir y maniffesto hwn gan y sector gwaith ieuenctid gwirfoddol yng Nghymru. Rydym yn credu y bydd canlyniadau gwell i bobl ifanc yn cael eu cyflawni os caiff y canlynol eu gweithredu’n llawn:


1) Pobl ifanc
●Cyflwyno deddfwriaeth sy’n diffinio swyddogaeth statudol ar gyfer gwaith ieuenctid yng Nghymru
●Creu rôl ‘Gweinidog Plant a Phobl Ifanc’ fel swydd lawn yn y cabinet
●Rhoi pobl ifanc yng nghanol pob mater cynllunio ac arfer gorau

2)Hygyrchedd a chynhwysiant
●Mabwysiadu dull sy’n seiliedig ar hawliau yn llawn, gan dderbyn pobl ifanc beth bynnag fo’u hil, rhywedd, rhyw, hunaniaeth rywiol, iaith, diwylliant, crefydd, anabledd, oedran, cefndir, lleoliad neu amgylchiadau personol
●Herio anghydraddoldebau yn y sector
●Sicrhau hwyluso cydweithio a gweithio mewn partneriaeth yn y sector
●Hyrwyddo amrywiaeth a chynhwysiant yng Nghymru ac yn rhyngwladol

3)Gweithlu
●Darparu cymhellion i fudiadau gwirfoddol gefnogi staff a gwirfoddolwyr i gael mynediad at ddatblygiad proffesiynol a phersonol
●Cofrestru’r holl staff, gwirfoddolwyr ac ymddiriedolwyr mewn lleoliadau sy’n gysylltiedig â gwaith ieuenctid

4)Gwybodaeth
●Creu Gwasanaeth Gwybodaeth Ieuenctid Cenedlaethol
●Comisiynydd Plant Cymru i weithio gyda, ac ar gyfer, pobl ifanc hyd at 25 mlwydd oed yn unol â darpariaeth gwaith ieuenctid
●Pob un o adrannau Llywodraeth Cymru yn mabwysiadu ‘Gwaith Ieuenctid yng Nghymru: Egwyddorion a Dibenion’

5)Gwaith ieuenctid cynaliadwy
●Creu corff gwaith ieuenctid cenedlaethol, gyda chydraddoldeb llawn i’r sector gwaith ieuenctid gwirfoddol
●Buddsoddi adnoddau gydag arian tryloyw ac atebol heb ei neilltuo
CWVYS yw’r corff cynrychiadol ar gyfer y sector gwaith ieuenctid gwirfoddol yng Nghymru.
