CWVYS’s contribution to training and quality assurance for Voluntary Youth Work in Wales
Training and Quality
Quality
CWVYS and member organisations subscribe to the
Youth Work Curriculum Statement for Wales developed by the Youth work field including CWVYS. It states that all youth work practice should be
Educative,
Expressive,
Empowering,
Participative and in the context of
Equal Opportunities.
Youth Work Training
Youth work is a distinct profession with its own occupational standards and training routes. Some of these are career based and described as the ‘coherent Route in Wales’ leading to fully recognised accredited qualifications and professional endorsement at all levels, enabling people to practice in Local Authorities and elsewhere under JNC (Joint Negotiating Committee for youth work) conditions.
Many voluntary organisations undertake their own ‘in house training’ that has been developed specifically to suit their own aims and objectives. Some have been aligned with particular qualifications such as OCN.
A workforce development plan has been developed in Wales, through the Youth Service Startegy. CWVYS is involved in its implementation.
The youth work occupational standards
These have been revised by LLUK and are available in English only from:
Training Committee
The CWVYS Training Committee meets every 2 months and is responsible for:
- Discussing strategic developments in the youth work sector and how they influence the voluntary organisations
- Responding to consultations on training in the sector
- Running accredited and non accredited youth work courses for the sector in partnership with training agencies
- Running courses and conferences of particular interest and relevant to the sector

LSIS
LSIS is the Sector Skills Council with responsibility for strategic planning of workforce development, and standards and qualifications for youth work. There are 5 constituencies covering education. Youth work is included in the Community Learning and Development (CLD) constituency. The CWVYS Chief Executive represents the voluntary youth sector on the UK CLD constituency panel in the UK and in Wales and has a place on the Country panel for Wales which considers strategic direction for all the constituencies.
CWVYS Training Audit
A report was commissioned and published by the Wales Youth Agency of an
audit of training in CWVYS member organisations.
The audit demonstrated that all organisations have induction and further training for all adult leaders both voluntary and paid staff. Most organisations have periodic appraisals to support workers personal development with a variety of different methodologies. All organisations encourage young people to take a leadership role and many provide both informal and formal training.
Many organisations fund most of their training from their own resources; funding is hard to come by and accessed from a variety of sources. Although some organisations have good relationships with Local Authorities in relation to training, the majority have little or no contact. There is little help with funding of in house training or consultation on the content of training that organisations occasionally may be invited to join.
